MOFCOM Announced Preliminary Ruling on Anti-Dumpin
On October 16, 2020, MOFCOM announced the preliminary ruling on its anti-dumping investigation into imports of polyphenylene sulfide (PPS) originating in Japan, the US, the ROK and Malaysia in its Announcement No. 45 of 2020.
MOFCOM made a preliminary decision that PPS imports originating in Japan, the US, the ROK and Malaysia had been dumped, that China’s domestic PPS sector had been materially injured, and that there was a causal link between the dumping and the material injury, and therefore decided to impose provisional anti-dumping measures in the form of deposits on PPS imports originating in Japan, the US, the ROK and Malaysia. Starting from October 17, 2020, importers of the above-mentioned product shall provide the Customs of the People's Republic of China with deposits corresponding to the dumping margins (23.3%-220.9%) determined for each company in the ruling. The product is classified under tariff line 39119000 in the Import and Export Tariff Lines of the People's Republic of China. Products other than PPS under this tariff line were not investigated in this probe.
